its clear that the local officials that dropped the ball have tried to wash their hands of it by blaming the federal government.The lawlessness that caused a major delay in relief was because local police did not have to area secured and thats not the US miltary fault.Its a bad deal no matter how you look at it but i am sick of hearing the rants by local officials and newspapers looking for heads to roll in the national government when it was a LOCAL government failure at first!!!

Like I said ... I'm amazed at the crystal clarity of understanding some claim to have achieved. The whole picture looks exceedingly complex and murky to me right now.

Let try to clear some things up. If you are the mayor of a city that is surrounded by dikes to keep the water out and below sea level and your city has pumps that constantly run to keep water out on a good day then you must have a very very good plans to get your people out if a hurricane comes. You must have very well rehearsed plan with your people on how to get everybody out. Furthermore you must have plenty of time to get them out. Then when the storm comes there are just a few diehards who will not leave, which you cannot feel guilty about as you did EVERYTING you could to get EVERYBODY out before the storm comes. If this does not clear things up then there is NOTHING that will ever make your mind clear.

What does any of that have to do with anything that the post I was responding to claimed is "clear?"
I could make the same points with regard to FEMA or DHS or DOD or whomever, and claim that they "clearly" failed, but I won't, because that's every bit as unclear to me as the assertions regarding the mayor I was responding to are.

Pay careful attention to Page VI-1. It states very clearly that the Superdome is only a refuge of last resort once evac routes are closed. Period. It was totally improper for anyone to tell people to head to there as a shelter before the evac routes are closed. It is clear that it was a staging area. Read also II-2.B.5. It states clearly that school buses are to be used to get people out.
It's all there folks...please read it through. It's the exact plan we exercised last year with FEMA..State...and Local Gov'ts.
