what is this??

I'm not quite sure where to post this, but since the object was found in the Tropics, I guess I'll post it here.
it was found in the water on a beach in Barbuda, near Antigua.
does anyone know what it is, by chance?

Looks like some variety of drift bouy. Hundreds of these things float around the oceans recording position data to create a record of surface currents.

I'd seriously *ahem* say that it was/is a drifting bouy or a channel marker, though I don't know what a channel marker would be doing out there unless there is a shallow bay on that island.
