WASHINGTON (AP) -- Federal Emergency Management Agency Director Michael Brown is being removed from his role managing Hurricane Katrina relief efforts, The Associated Press has learned.
Brown is being sent back to Washington from Baton Rouge, where he was the primary official overseeing the federal government's response to the disaster, according to two federal officials who declined to be identified before the announcement.
Brown will be replaced by Coast Guard Vice Adm. Thad w. Allen, who was overseeing New Orleans relief and rescue efforts.
Brown has been under fire because of the administration's slow response to the magnitude of the hurricane. On Thursday, questions were raised about whether he padded his resume to highlight his previous emergency management background.

FEMA is, at present, only a part of the Homeland Security Department; Michael Chertoff is its Secretary, and answers directly to the President as a Cabinet-level personage.

CBS) Michael Brown, head of the Federal Emergency Management Agency that has been heavily criticized for what many charge was a slow response to the decimation caused by Hurricane Katrina, now faces accusations that his resume is padded.
Much of the criticism of the response to the hurricane has been aimed at Brown, whose qualifications for the job have been questioned. Some even have called for him to be fired.
Now, Time magazine is questioning the validity of Brown's White House biography in an article identifying several alleged discrepancies.
That bio and a White House news release says Brown worked for the city of Edmund, Okla., overseeing its Emergency Services Division.
But Carolina Miranda, a reporter for Time, tells The Early Show co-anchor Rene Syler that doesn't appear to have been the case.
"His bio, the White House press release, and a number of sources list him as assistant city manager in Edmund, Okla.," Miranda says. " When we called the folks in Edmund, they told us that, no, his position in fact had been assistant to the city manager, which is a purely administrative job, a very different job. He was an administrative assistant. It's sort of an entry-level, intern-type job for somebody who's interested in learning about government. …When he began that job in 1977, he was still a college student. He didn't graduate with his B.A. until 1978."
Miranda says she isn't sure who is responsible for that type of error.
"That, we'll have to wait to see and find out," Miranda says. "But the fact is, it's an error that's been repeated a number of times, on his FEMA bio, the White House press release. It's the kind of thing you'd think somebody would have caught it by now but, clearly, nobody has."

Can a governor be impeached? I seriously doubt she would win another election....and I wouldn't be the least bit surprised to see her resign. I hope she does. The people of Louisiana deserve someone who can keep their head on straight...

sure a governor can be impeached. Arizona impeached Governor Evan Mecham in 1988.

24. Impeachment
Section 24.(A) Persons Liable. A state or district official, whether elected or appointed, shall be liable to impeachment for commission or conviction, during his term of office of a felony or for malfeasance or gross misconduct while in such office.
(B) Procedure. Impeachment shall be by the House of Representatives and trial by the Senate, with senators under oath or affirmation for the trial. The concurrence of two-thirds of the elected senators shall be necessary to convict. The Senate may try an impeachment whether or not the House is in session and may adjourn when it deems proper. Conviction upon impeachment shall result in immediate removal from office. Nothing herein shall prevent other action, prosecution, or punishment authorized by law.

Political appointments, loss of focus crippled disaster relief agency.
"Many failures of FEMA — the Federal Emergency Management Agency — have been reported in recent days: People stranded for days on New Orleans' rooftops without food or water. Patients dying for lack of medical supplies. The agency couldn't even get supplies to thousands marooned at the Morial Convention Center — though reporters and even singer Harry Connick Jr. managed to reach the scene.
But a deeper review of the agency's history, the records of its top managers and internal memoranda reveal far deeper problems than a momentary burst of poor decisions. Over the past four years, the Bush administration has replaced competent leaders with people long on political connections but short on disaster management expertise. At the same time, the war on terrorism has drained the agency's resources and reduced its effectiveness."

Blanco isn't going anywhere until re-election time. As much as I wish she'd resign.... she thinks she is in control of the situation. If she had half a brain she woulda acted a lot quicker. Blanco won't resign and I HIGHLY DOUBT she will be impeached.

This made me curious about the appointment of the head of FEMA. Since the only thing I really know about FEMA is a friend of mine from here who works her butt off months out of the year and is rarely home to be with her husband dealing with disasters in the States I never ever heard of...I checked a bit.
This was a quick synopsis (yes, it has a bias, I know that, but it is a good time line regardless) of how things came to be in this condition.
