Yes it was strongest in 1998' and 1999 but it lingered on into 2000 but it was not as strong...SST wise. 1998 had a strong positive SOI phase go hand and hand with it while both the summer's of 1999 and 2000 had negative SOI trends show up in June.
North Carolina does tend to be on the receiving end of storms during La Nina years but this is just mother natures way of bringing you rains after the dry times/drought.
We got beneficial rains from your storm, Floyd , during 1999 in the Washington DC area. We were in a very bad situation before his precipitation came our way. I know he was not all that plesant from NC's perspective.
