Residents of NO are responsible for themselves. Hopefully they will heed NWS warnings, local TV station and not be stubborn about leaving again. Many just want to go in and check on their homes, they have no clue what has happened to them.

Folks, don't bash Ray Nagin for any reason.
I live 50 miles ENE of New Orleans, and watched him throughout the
pre and post Katrina.
He's done a very good job through this.
He pleaded for evacuations early on. After a conference call with
Max Mayfield, he had to fight trough legal crap to order the FIRST
EVER mandatory evacuation of New Orleans. He's spent over a year,
since winning the election, preparing church and other organizations
to help evacuate those with no transportation. He did all he could do with
the limited authority he had.
The Governor of Louisiana and the Federal Government blew this one.
If you did not hear Ray Nagin live on the radio (WWL 870AM) break
down in tears because nobody was coming to help (this was the 3rd day
after the storm), then you just won't understand.
I won't go into a political rant here, I will say that Ray Nagin is a good
man and did as good as he or anyone else possible could given
the situation.

Sorry not to pile on the mayor but he needs to be piled on. The city water out of the taps in polluted and undrinkable. Yet he is telling folks to come on back. Also by the way there is another storm out there. This has nothing to do with politcs it has to do with local officials not being comptent during an emergency.

The fact of the matter is that the City of NO is lacking the basic infrastructure to provide for its citizens right now. Personally, I believe Nagin is making this move to expedite federal support in rebuilding NO. If there's people living there, rebuilding becomes a more pressing issue, and for obvious reasons. But that's a hell of a gamble to take with other people's lives.
I was a critic of Nagin's early on in the aftermath of Katrina. Over time, though, my position has softened a bit. I have come to believe he is a good man and decent human being who really does care about his people. Unfortunately, he has made some very poor choices, and, apparently, continues to do so.

I think the whole problem here is that the models on Rita seem to be trending right. I would be concerned that the effort to get people back in could get out of control in a city with very limited services. Common sense would seem to dictate waiting a few days. Certainly the folks that want to return could understand the potential problem.
If I were President Bush, I'd do a news conference asking the folks of New Orleans to be patient a few more days to see what Rita will do and include that EVERYONE in the Keys needs to leave.

Why do we have message forums about the tropics all over the place? Why do we have wall-to-wall coverage on TV of hurricanes threatening our coastline? Because tropical cyclones kill people and tear things up. Simple enough I would say. We as weather junkies should do what we can do to help people affected by these storms, as well as seeing to it that we don't have a similar result from a big storm in the future.
A lot of people died because of Katrina that didn't have to. Some of it is a personal responsibility issue, some people that had the means to get out didn't (There were a lot of people that had no means to leave, however). A lot of it has to do with the fact that persons put in positions of power and trust by the people failed to do the jobs they were elected (or appointed) to carry out (follow evacuation plans, evacuation methods, provide for leeve funding and upkeep, provide timely rescue and recovery, etc). There has to be a change of attutude among elected officials regarding these storms and their aftermath, and the only way we as citizens can keep them in line is at the ballot box. I hope I didn't get out of bounds on the political side this time, but there is a direct link between the storms we are in awe of and politics.
