Even for the people affected, it's better if a sparsely populated area is hit. Recovery happens much more quickly when 1000 people are affected than when millions are affected. Relief organizations get completely overwhelmed when hurricanes hit large population centers.
I know a girl from Buras (southeastern Plaquemines parish in Louisian. her ohme is underwater. a similar fate happened to pretty much all of plaquemines. its all completely devastated and swamped. I am not sure if the area will ever recover.
