I'll guess 75mph. The winds seem to be lagging behind the intensity increases on the satellite.

I'll be a bit surprised if she isn't, but I've also seen storms that looked even more impressive which were just relatively immature tropical systems with big bursts of convective activitity not associated with immediate strengthening. I'd say if not at 11 pm, 5 am is likely.
