There have been two 15 foot events, 1900 and 1915.
1875, 1909, 1919, 1941, 1949, 1961 were 10 foot surges.
Hurricane Alicia surge in 1983 was about 8 feet at the coast and 12 feet in parts of Galveston Bay.
The storm surge in Galveston Bay can be up to 50 per cent higher than the coastal surge.
The storm surge will be at a maximum when the following conditions occur.
1. The system is a established hurricane when it enters the GOM thru the Yucatan channel or Florida Keys.
2. The hurricane has a large and strong wind field.
3. Landfall is at a right angle relative to the coastline. I.E. the 1915 storm.
There have been 20 foot surges along the Texas coastline. I have seen models for a 22 foot surge at Galveston under the right conditions.

All of which it looks like Rita may meet. Let's just hope for low tide eh?
