(9/20/05 - GALVESTON, TX) - Officials from Galveston County are making specific plans for residents to get out of the area before Hurricane Rita hits.
County Judge Jim Yarbrough and the mayors of each city have recommended voluntary evacuation of the entire county, beginning immediately, and are making plans to declare a State of Emergency in each jurisdiction Tuesday evening. Officials are also planning to implement mandatory evacuation of nursing homes and assisted-living facilities beginning at 6 AM Wednesday, with a mandatory evacuation of the general population beginning at 6 PM Wednesday.
The county is split into three evacuation zones A, B and C. Assuming Rita remains on its forecast track, evacuation of each zone will begin at the following times and dates, and will encompass the following communities:
ZONE A 6 PM Wednesday, Sept. 21:

The primary Galveston County evacuation routes Interstate 45, and Highways 6 and 146 will be manned by local law enforcement and troopers from the Texas Department of Public Safety. Residents in Zone A need to evacuate prior to the start of evacuation of Zone B; residents in Zone B should plan to evacuate prior to the start of evacuation for Zone C.
Evacuees on Interstate 45 will be directed toward a shelter hub in Huntsville. Those on Highway 6 will be routed to shelters in College Station, and those on Highway 146 will be routed to Lufkin. Pets will be allowed in the shelters.
Several school districts have closed Wednesday in anticipation of the evacuations Galveston ISD, Clear Creek ISD and Friendswood ISD. Additional school closings are expected across the Houston-Galveston area. Galveston County government offices also are closed Wednesday.
Residents with boats or second homes in the county are requested to take care of their affairs no later than noon on Wednesday. Officials stressed that after mandatory evacuation begins, all traffic will be directed northbound.

Austwell/Tivoli, Refugio and Woodsboro ISD will dismiss at the regular time on Wed., Sept. 21. All three school districts will be closed Thursday and Friday. There will be no extra-curricular activities for these two days.
The Refugio County Office of Emergency Management has issued a VOLUNTARY EVACUATION until further notice.
Special needs buses will load from in front of the Refugio County Courthouse, Woodsboro Square, Bayside City Hall, Austwell Community Center and Tivoli Fire Station at 12:00 noon on Thursday, Sept. 22 and will live by 2:00 p.m.
These buses will be headed for a San Antonio shelter.
Pets are accepted, but please have them leashed and/or caged.
The Refugio County Office of Emergency Management has issued a VOLUNTARY EVACUATION until further notice.

Mandatory Evacuation has been issued for Sabine Pass, TX in Jefferson County. Start evacuating now, but it will be MANDATORY at 6 a.m. on 9/22/05. Mandatory has also been issued for special needs people within the entire county.
Voluntary Evacuation has been issued for all of Jefferson County. Mandatory evacuation decisions will be made at either 4:30, 6:30, or 10:30.

Are you being asked to evacuate your home due to hurricane Rita? If you need to evacuate, but do not have anywhere to go, you can find a family to stay with at http://www.HurricaneHousing.org, or by calling our hurricane evacuee hotline at 1-800-638-4559.
In the days following hurricane Katrina, MoveOn members recognized the overwhelming need for evacuees to find a place to stay while they waited out the storm and its aftermath. In some cases, that meant a few days; in others, a few months. MoveOn.org Civic Action created http://www.HurricaneHousing.org—a site where families with some extra room in their homes can offer temporary shelter to hurricane evacuees.
Right now, there are over 265,000 spaces being offered to evacuees all over the country. We estimate that between 15,000 and 30,000 hurricane Katrina evacuees have already found temporary housing through the site.
By all reports, hurricane Rita threatens to be devastating—and after Katrina, we'd hate to see anyone take a chance staying in the path of the storm for lack of another place to go. If you're in the affected area and need a safe place to stay, please take advantage of this resource.
If you can get by for a few days, but think you might need it later, please keep the http://www.HurricaneHousing.org hotline number handy: 1-800-638-4559. Of course, we encourage you to share this information with anyone else who may be evacuated from their home due to hurricane Rita (or Katrina) and need a place to stay.

Determined not to repeat the mistakes of Katrina, Texas prepared for Hurricane Rita on Tuesday by ordering the state's first mandatory evacuation, declaring the state a disaster area and moving supplies to inland cities in anticipation of evacuees.
Using a law passed this year, Galveston County officials ordered a mandatory evacuation of its coastal communities beginning at 6 tonight. Elderly residents living in nursing homes and assisted living centers were to be evacuated by bus before dawn today.
Some of Rita's evacuees will be stopping in Huntsville, the closet "safe place," according to officials, if a Category 4 hurricane makes landfall near Galveston later this week. Three American Red Cross shelters will be open in Huntsville today, with room enough for approximately 400 evacuees.
A shelter at Wesley Memorial United Methodist opened Monday, but as of Tuesday at 4 p.m., no one had checked in there. Empty cots sat alone in the Sunday school classrooms at the church, but those will likely be occupied later today. Two more shelters are scheduled to open in Huntsville today. Those will be located at Family Faith Church (2407 Sam Houston Avenue) and Calvary Baptist Church (1135 U.S. Highway 190).
Family Faith Church, which opened a shelter for Hurricane Katrina evacuees, can house approximately 300 people. Wesley Memorial United Methodist, which is still housing between 20 and 30 Katrina evacuees in its Wesley House, can hold about 50 more evacuees, and Calvary Baptist has room for about 50 more people.
"We're going to open Family Faith at 8 a.m., and later in the day the shelter at Calvary Baptist will open," the city of Huntsville's emergency management coordinator John Waldo said Tuesday afternoon following a statewide conference call concerning Hurricane Rita.
There is talk about two or three more shelters in Huntsville opening soon, with people potentially being housed at Huntsville High School and in two buildings at Sam Houston State University.
"The state's trying to get Sam Houston State involved, as far as opening shelters at the coliseum and the (Health and Kinesiology Center)," Waldo said. "Then we will be able to house at least another 1,000 folks.
