What is this weird thing at 28N27W? Looks too far north to be tropical, but any circular, large curved blobs of convection are always suspicious...

I saw it too N. of the CV islands, probably a ULC.

AN UPPER LOW IN THE NE ATLC IS
CENTERED NEAR 25N28W WITH A TROUGH EXTENDING S TO JUST S OF THE
CAPE VERDE ISLANDS NEAR 12N24W. THE UPPER LOW IS GENERATING ARE
RATHER LARGE AREA OF SCATTERED MODERATE/ISOLATED STRONG
CONVECTION FROM 24N-30N BETWEEN 22W-27W.


The above from 8 AM Discussion.

That is an upper low but yes anything that big opens eyebrows however since it's an upper low it takes days to get to the surface.

It may get down to the surface, Ivan in 1980 is a great example. Let see if the enviromental conditions are conducive for development.
