what is above normal?

why do they keep saying we are having above normal hurricane seasons, for years now. when will they say what has been going on for the past 10 years be normal? what is normal? how is it determined? I say we are in the normal now and have been for years. if we dont have as many storms next year as we have had on average for the last 10 years then we will be below normal.

The normals that are typically used for tropical cyclones (9.6, 5.9, and 2.3 tropical storms, hurricanes, and major hurricanes, respectively) are based on a 1950-2000 time frame.
