it equals 61.64 m.p.h. at the surface

its 80% of 850mb, not 90%

If they were to have a vortex message at this reading. Would they possibly put Wilma back down to a TS?

75 knots at .8 is around 69 mph surface winds.

What does very small wind center mean?

The "calm" area in the circulation is very small.
