I'm sure there are folks there who will get paid more by their insurer to replace/rebuild their "luxury" items than I got paid for my entire loss to my home and cars in Katrina. And I can't imagine how many fools left their boats in harm's way, only to have them get severely damaged or destroyed - yet, their insurance will buy them a brand new one, or spend thousands fixing the blemished fiberglass.
Just as an aside, and to consider why the insured rate may be so high, especially when compared to the per capita statistics for the MS Coast and New Orleans, which is significantly lower than the statistics outlined below:
