No...take away the flooding and Andrew still is still not in the lead. Homestead was destroyed in Andrew...but the entire coastline of MS and Eastern LA (minus NOLA flooding) was destroyed with Katrina. Storm surge counts...and even when you take away the levy breaks...the damage done by Katrina is greater than Andrew.
