When should be the best time to strike Irans nuclear sites? I say pull the troops away from Iran then hit there nuclear sites. In prey to the lord that we don't miss any of there sites.

I don't like any of those choices. I don't think we should strike Iran without the following two things.
1. A much larger military (all branches and would probably require a draft)
2. Several Allies to fight on our side.
Without both of those things I don't think we should strike. Even then I think we could do better by giving Israel some more weapons, like some long range bombers, and some nuclear subs equipped with enough missiles to make an Israeli retaliation against Iran deadly.

There is a system of international law that goes back hundreds of years, and there is a corresponding thing called sovereignty. If you want you can research into it and understand why removal of foreign leaders is generally illegal in a hypothetical sense.
Also, the UN has no claim over the national sovereignty of a country. It is composed of member states who are free to remove themselves at any moment. The UN does not have authority to institute new governments or remove governments. This violates sovereignty.

As to whether or not we should strike now, I can't say either way as that will be up to our government to decide, and they will have to be supported by the people of our country no matter what action they decide to take. I, for one, will support whichever action they take.
Now, if Iran were to use the nukes on their or other peoples, then a strike from the US or UN would be a must, and must happen quickly, whether the counterstrike be nuclear or not. If Iran (or any other country) were ever to use nukes when not an absolute requirement (i.e. to start a war, to "punish" a people or a country), then we would have the support of the entire remainder of the world to do what needs to be done against this country.
So, basically, I feel that violence against Iran will be necessary eventually, the only questions being when, how much, and of what kind.
