My only suggestion would be to use Yahoo! Geocities Page Builder, that's how I got my own weather website. Hopefully, this is helpful.

You will need to find a company to host your site. Often, they can then help you with setting up your initial website.

For my company I use ipowerweb.com to host our websites. It's $7.95 per month for hosting if you pay a year at a time. They have a website builder software package built into the account. They also throw in free URL (ie http://www.yourwebsite.com) registration every year that you maintain an account with them.

Alternatively, once you've selected your web host you can use a software package like Microsoft Front Page to write a very simple site.

I personally write all of my websites by hand using HTML (the standard "programming" language of the internet) and Notepad (small word processor built into Windows). But this method takes some time and understanding of basic web page practices and to learn the raw HTML language.
