I just don't understand how they can contemplate building these buildings as well as other huge towers in the vicinity right on the bay. Don't they get it. Please someone tell me that they will survive a storm surge and not sustain massive damage. Cruise ships will be able to park right in front to load and off load passengers.

Anyway, concrete and steel towers will normally survive a full-on hurricane - especially with today's construction standards. Yeah, the first couple of floors might be "gutted", but the foundation and remaining integrity of the buildings will live to see another day.... Plus, their round design might actually offer the best defense against extreme winds.

That's what I was thinking. A well-built skyscraper will hold up well in a hurricane, except maybe for some windows. If they build it intelligently the first few floors will be parking garage so even storm surge damage would be minimal.
[edit: I looked again, and it appears the first few floors will indeed be mostly parking garage.]
