Weather.com says that the conditions at Pinetop as of 10:45 am MT, Sunday morning are "heavy freezing rain and windy" with temps at 24 degrees F.
I didn't know mountainous areas could get "heavy freezing rain" so far below freezing. Figured it would be all snow. Wonder if that's an erroneous report.

The big question now from a hydrological standpoint is the moisture content of the snow. If it's a wet snow it will help quite a bit-a dry snow not too much.
About freezing rain, I've seen thunderstorms with freezing rain at temperatures below 24F. It's not how cold the surface layer is but how deep it is, and how warm the overruning air is that counts with ZR vs Sleet.
