According to this link, Emily and Dennis are sure to be retired....why why don't I see Katrina? That's not even a possibility for not being retired. This list is confusing me

I think this is more of a presumption to me....but I figured Wunderground was a much more official source then this.
Perhaps they are still debating retiring storms and Dennis and Emily where settled first, after all they are first on the list.
That's my thoughts, either that or they just flat out guessed.
