Does shear mean gound level wind speeds? Or is that wind speeds inside the storm, updrafts etc.?

It was 115 folks I even read it off as they pulled it up...it said 115 and he said 115

AT 1010 PM...DECATUR EMERGENCY MANAGEMENT REPORTED BASEBALL SIZE
HAIL ON THE BELTLINE IN DECATUR. A TORNADO WAS REPORTED ON THE
GROUND JUST WEST OF HARTSELLE. THIS IS A LIFE THREATENING SITUATION!
