They are replacements for plywood on the windows during a hurricane.
On this site, there is also a video you can check out. I know Pensacola, Fla. has them but I didn't check where else.

My friend has them. If I remember correctly, they are better than plywood but not as good as storm panels or accordian shutters. There is a lot of flex to the shield. If the shield gets hit by a large enough object, your window will still break. The good news is that the shield will keep out the rain and wind. They set up very quickly and store nicely.
