I hope so - just because it is June is not a good reason - it looks very, very impressive - better than most we see in August. FYI Ivan formed around those lattitudes but later in the season
If it takes a westerly track following 10N lattitude and gets into the Caribbean it has a good chance after reviewing some shear maps. Of course cyclone genesis is not as great at such low lattitudes but certainly possible.

You san see the big UL in this water vapor loop (NW corner of the screen shot) that is moving SE that will probably rip it apart (and anything else that comes off Africa) by this time tomorrow if our system doesn't stay near 10N:
