Different numbers are used for different things. 1 to 49 are storm numbers. 50-79 are usually reserve or training numbers, 80-89 are test numbers, 90-99 are invest numbers. I've probably gone wrong here but if I have Senor will likely correct me later.
I'm guessing the previous 90L on the NRL was maybe a mistake or this shouldn't really be number 90.

Hmm, I am quite surprised that you asked this question being a mod you must have some grasp of weather basics. Kidding of course who knows....I am an intern at NBC in burbank and I don't know half the crap they talk about....

I'm sure that I'm not the only weather weenie that knew why they did that either.
Thanks P.K.! I remember the "test" storms being 80 - I think we had some recent discussions about them too.

Correct. The "previous" INVEST 90L was actually a test. This is the first INVEST of the 2006 season; therefore it is 90. "L" denotes an AtLantic basin system. Also, INVEST is short for Area of INVESTigation

To round out, "C" is for CENPAC, "W" is for WPAC (which includes the South China Sea), "B" is for the Bay of Bengal (in the NIO), "A" is for the Arabian Sea, "P" is for the South Pacific (Southern Hemisphere east of 135E) and "S" is for the South Indian Ocean (Southern Hemisphere West of 135E). NWS has forecating interests in WPAC (Guam and the Marianas as well as the Marshalls), CENPAC of course HI and Johnston Island and in American Samoa. JTWC pretty much covers all Basins except the ATL because of US Military Interests but is an unofficial source for them as the designated RSMCs are the official sources. For Military purposes, the ATL advisories come out of Norfolk after they are briefed by NHC.
