Question about TUTT

Is this feature a TUTT? If it isn't can someone show me what a TUTT is?

And if so why are the winds so much stronger on the south east side of a TUTT? And what exactly is a TUTT, what are it's origins?

From what I understand is that it is an semi permanant feature.

I'm sure they strengthen and weaken but, is there something that causes it?

Yes that is a TUTT, a strong one at that, and it is pretty much what is funneling the strong westerlies across the Tropical Atlantic preventing development.
