this is not what he said. He did not say it would hit "well south of Brownsville", instead he thinks it will hit along the TX coast but likely further south rather than further north. Here is a brief quote from him:

I think it's closer to Brownsville than to Beaumont.


Also, he never said that he thinks this will become a hurricane, all he said was that IF IT DID COME BACK, it would probably hit the area mentioned and could potentially be as strong as a hurricane.

Seriously, I agree with several others this thing has got to be a wave. Even if he does hold on past 5, if Chris doesn't quickly get his act together, he'll be dead and I'll be giving my famous goodbye to him.

They might go off-station earlier than planned (due to cost, and, since there are enough reporting stations in the southeast Bahamas and Cuba)...

Is it possible Chris could get wiped out temporarily and make a come-back in the GOM?

Best example I can think of is the remnants of Hurricane Ivan, which came off the coast of the Carolinas, went South over Florida, and almost re-formed before heading into Texas.

I was just thinking about that whole Texas thing. I know they've not had a big storm in a while. When is the last time Texas saw a Hurricane?
