The SFMR can run into attenuation problems (as I understand it) in heavy rainfall. The last column in the report shows the rainfall rate, which was very high with that 47 kt report.

So, it could be an attenuation problem because of the rain, or that the winds were in a squall and it was a good reading (high winds in the squall), or it was, as others say, bogus. I guess we have to look for other confirming data to see if it makes sense.
