Can Flo Jo's size inhibit strenghtening?

I'm just curious guys..

Can the size and ridiculously big wind field Flo Jo has right now actually not allow her to strengthen?

Or.. does that not matter and she'll eventually become a hurricane if she gets the right atmospheric conditions?

Generally speaking, given the same environmental conditions, larger cyclones will tend to react more slowly than smaller ones - i.e. they will strengthen (weaken) at a slower rate when encountering (un) favorable conditions.
