Since I personally know a person who was in a federal penitentiary for nearly 3 years, I would like to add some input to this discussion. Yes, some people just go "bad" - whatever you want to call it. And yes, some people will never respond to rehab programs. Our friend was in "the place" from 1980-1983, and admits that being incarcerated was the best thing that ever happened to him. He couldn't narc on the "big guy" the Feds wanted or he would have been dead in days, so he did his time, kept his mouth shut, got out, and became a decent tax-paying citizen.
Just like regular folks, the prison population is comprised of those who screwed up, got caught, did their time, and moved on to become law-abiding people, along with those who will NEVER be rehabbed no matter how many programs are offered up to help them.
If you read enough history, you will realize both types of people have proliferated throughout the course of human history; and furthermore, the US style of justice is about the best that has been practiced on the planet. Yes, our justice system is far from perfect, but so far, we're pretty darn good. Just MHO.
