Which weather system or tropical storm caused the greatest damage from rain in the US?

wouldn't it be the system that caused the Mississippi River in 1993 to burst its banks?

Tropical Storm Allison in 2001 caused about $6.5 billion in damage, primarily from flooding from rainfall.
