Why not the Yucatan Peninsula?

Looks are deceiving I bet, yet for my untrained eyes all the stuff is there compared to the Florida area it appears. The buoy down in the Bay has the lowest pressure with a good wind direction and decreasing shear. Is the LLC to it's West inhibiting the right ingredients?
