May 16th, 1992: TS?
The images I have seen on the GIBBS browser, make me believe that it was possibly a hurricane. It made landfall at Nova Scotia's Sable Island.

NASA indicated the existence of another possible tropical storm on May 16. It neared Bermuda and at its peak, had a well developed eye. Despite its organization, it was not recognized by the NHC and went unrecorded. [3] There was an additional suspicious cyclone that rapidly formed in mid-September offshore the Mid-Atlantic, forming an eye as it moved a few hundred miles offshore New England, before striking Sable Island, Nova Scotia.[4]

That photo may be from someplace else. I tried looking it up from the shuttle mission that could've captured it and couldn't find it.

If this Wiki article is accurate, they missed three storms.
Seems like the method of classification was the same as the TNT method of broadcasting the world cup. "We're back from our vacation, a hurricane occurred during our break" could have been said by NHC like TNT often said "Welcome back from the commercials, a goal was scored during the break". Important events were missed in the 1992 season for sure, including a possible cane landfall in Virginia (the sat showed it may have been subtropical at landfall)
