Satellite technology improves over time, the longer you wait the more features you get for your dollar.
Next year for example the US might be able to afford a satellite with enough resolution to monitor ships in the middle east to see how much oil they are carrying.
It might even be more economical to supply views from multiuse military satellites instead of building a devoted quikscat meteosat.

If you lived here chacor it takes them an eternity to catch on to anything..including the government!
