AN AREA OF CONVECTION HAS PERSISTED NEAR 19.7N 155.6E,
APPROXIMATELY 740 NM EAST-NORTHEAST OF GUAM. RECENT ANIMATED MULTI-
SPECTRAL SATELLITE IMAGERY SHOWS A DEVELOPING LOW LEVEL CIRCULATION
CENTER (LLCC) WITH CONVECTION FLARING ON THE PERIPHERIES. A 082104Z
SSMI PASS ALSO SHOWS THE DEVELOPING LLCC WITH FLARING CONVECITON. AN
UPPER LEVEL LOW TO THE NORTH-NORTHWEST IS ENHANCING CONVECTION OVER
THE REGION. UPPER LEVEL ANALYSIS INDICATES LOW VERTICAL WIND SHEAR
AND LOW DIVERGENCE ALOFT. DUE TO THE DEVELOPING LLCC AND MARGINALLY
FAVORABLE UPPER LEVELS, THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS POOR.

Convection ins't deep and the system is pretty far north for development in the WPAC. Nonetheless, it looks at least like a subtropical system.

Unfortunately neither JMA nor JTWC do subtropical warnings.
