I know many of you may not be interested in this report as it is an EPAC report, but keep in mind that this was a rather destructive storm for an EPAC C1. 9 fatalities, $275 million in damage.
Interestingly, Henriette actually weakened to a tropical storm as it made its final landfall. I didn't realize that, or maybe at the time of the advisory, they thought it was still a hurricane.

In that area yes. Typically a Cat 1 with such a low pressure is in the higher latitudes preparing to become extratropical, or a storm with a large radius of maximum winds.
