There have been tropical cyclones that have drifted in that area. No tropical cyclone has been recorded to hit the west coast of South America. This is due to the cold waters of the Humboldt Current and wind shear from extratropical lows that circle Antartica.

the Brazillian military most certainly knew it was a hurricane

An officer from Brazil at the 2004 trop met conference let the gov't mets from Brazil know exactly what they were thinking (and he was extremely irritated at them) in a presentation the first Sunday of the conference
