I do not know about police radios, but that is nothing new in my school. I can sit in the middle of the cafeteria (which has a bunch of windows and is located on the edge of the main building) and at most, get two bars. Most of the interior classrooms I do not get squat on my cell phone. The band room is a separate building, but I can receive signals in various portions of that building (go Band! w00t).

Soundproof buildings, apparently, do the same thing based on my experience. I live in a soundproofed home because of proximity to the airport.

Soundproofing should not interfere with a cell signal. It the high steel content involved in hurricane proofing that causes the problem they're talking about in the article referenced.

Aren't cell phones illegal in most schools anyway?

They are more worried about police radio signals being blocked should a school shooting happen. If you have cops in the building the their radios don't work...

I know here in Craven, they are "illegal". At HHS, we can use them either before 7:45 am or after 2:45 pm. If we are caught with them, visible or it goes off in class, the teachers/admin are supposed to confiscate them for 30 days. Second time offense is 90 days and 1 or 2 days of OSS. I've used mine during school hours, but because it was an emergency related towards me...technically though, it is theft of private property.

My biggest fear is them taking my cell phone, and then using it.

If that is the case then I don't know why my cell only gets 1 bar at most. But like I said we've been soundproofed out the wazoo bc of our close proximity to CVG airport (Cincinnati/N KY International).

I'll try and explain: Soundproofing involves materials that absorb frequencies in the audio range. That range is roughly 300-3000 Hz. Police radios and cell phones operate at much higher frequencies that aren't impacted by the sound proofing materials but are blocked by other things such a high steel and/or very dense concrete often found in commercial buildings and schools.
