Exactly and thats why everyone is worried, for example we've just seen this with Nargis. They estimated the system was at 95kts, the JTWC is 20kts higher at 115kts and even this may be a touch conservative!

95 * 1.148 = 109 kts. There are differences between 1 and 10 minute winds.

I think IMD uses 3 minute sustained winds, not 10. I may be mistaken though

I thought they use a blend between 3- and 10-minute since some of the observation stations report 3-minute winds.

Yeah, senorpepr is right. IMD uses both 3- and 10-minute winds.

This is what it says in the OP:

Average wind speed: Speed of the wind averaged over the previous 10 minutes (mean surface wind) as read from the anemogram or the 3 minutes mean determined with the nonrecording
anemometer or estimated wind at sea by the mariners using the Beaufort scale.
