Pacific - Quiet?

Why is the Pacific so quiet compared to the Atlantic? Is this a reversal of normal trends?

EPAC is usually quiet when the ATL is very active but WPAC has been running slow as of late.

1971-2000 mean (JMA) for named storms on Sept 1 is 14, so we're two behind average in the WPac. 2007 only had 9 storms this time last year though and that still ended pretty average (24).
