Dry air dominates the tropical atlantic and is capping the atlantic and until it goes away we will not see developments east of the islands. The San Juan NWS discussion says it all very well about what is going on with the dry air and dust.

From everything I'm seeing and reading(THANKS LUIS!!!) we probably have about a week maybe two of "quiet".
The areas to watch would seem to be the E and W Caribbean and the GOM, especially the far SW and E portions. These are areas where some moisture is present for use by the waves. However, climatology does not favor the GOM at this time. That being said, we have very strong troughs coming S into the N GOM this week and the possibility of cut-off lows forming is always something we watch when troughs make it into the GOM during the summer.
The discussions Luis has provided us from the San Juan NWS office are explaining the reasons the season is like it is very well. They are good reading and very understandable for even those who are not "weatjer savvy".
