I am not totally surprised by Invest 99L. The National Hurricane Center has been giving the feature more and more potential the last couple days. thinking development

The system is becoming more "tropically structured," if you will.

I agree, Tom...will be interesting to see what this storm does in the coming days. Chances of development are increasing with it, IMO.

Looking at the lower to mid-level steering flow, a track toward the WNW-NW is indicated initially, taking the system to just east of Miami tomorrow evening. But by that time, all lower to mid-level winds are southerly, so a track similar to TD7 would be most likely. This time, though, a digging trof along the east coast may keep it just offshore. If it does develop, it'll probably do so after it's already turned north or north-northeast and moving away from land.
