What does the MJO stand for and why does it have to go negative for tropical systems to develop? Just a newbie type of question. Thanks for the help.

The negative (enhancing) phase is moving into the Atlantic Basin. This may help the development of INVEST 91. The CV season COULD become active rather soon as well.
