Springfield, MO (3/12/06, 1/7/08) and Yazoo City, MS (12/9/08, 4/24/10) are two from the Wikipedia list, but it's an incomplete list. Moore, OK (Oklahoma City) also has had at least two - the original tornado emergency on May 3, 1999, and again when an F4 went on nearly the exact same path on May 8, 2003. I don't think they had any for the 2010 outbreak, but I'm not entirely sure.

I just realized this post has slipped by without an answer.

A tornado emergency is a statement from the NWS that a significant population is threatened by a tornado. There's no set criteria for a tornado emergency, so it's up to the discretion of the issuing office as to what constitutes a tornado emergency (some offices do a better job than others in determining what makes the grade). Things like number of people, size of tornado, and time of day could be considered in this decision.
