Also don't forget that each pass through the chances of them hitting the exact center is remote. So each "center" fix they are just sampling a point with in the general center.

Here is a example of what I am talking about:

Orange line is the true direction the center is moving and the brown line is the direction you would think the center was moving based on the center fixes in this example.

The absolute center is the wind shift observed by recon, and yes that may be embedded in a larger "overall" center or gyre, but I would deduce that the true motion of the storm is indeed NNW, with wobbles here and there.

It isn't 75% but I don't know and can't find the reduction at 850 mb

Next was the reduction of Flight Level Winds:
1000 mb flight level = 80%
925 mb flight level = 75%
850 mb flight level = 80%
700 mb flight level = 90%
