This is not flash flooding but still very severe flooding going on along the Rio Grande. Received this from Jeff Lindner earlier today.
Rio Grande Flooding:
Tremendous flooding remains in progress along the lower Rio Grande River mainly from Hurricane Alex. Spotty radar estimates indicated that between 30-40 inches of rain fell in the mountains of Mexico in the middle Rio Grande Basin and this flood water has been reaching the mainstem river over the last week pushing Falcon Reservoir to a new record stage yesterday. Significant releases (60,000cfs) from Flacon have pushed the Rio Grande above flood stage by 10-15 feet downstream. For the first time since 1988 the IBWC is diverting floodwaters into the US Floodway in Hidalgo County to help mitigate downstream flooding toward Brownsville and Harlingen. It remains unknown how much additional flood waters will be entering the river from MX due to a lack of any kind of stream gage network in the tributaries that flow into the middle Rio Grande, but even with Falcon releasing 60,000cfs the lake continued to rise overnight. The current river crests compare to the flooding from Hurricane Fern in 1971.
