At H-66 Gfs takes Central Atlantic wave across the islands and PR. At this time it doesn't indicate a closed circulation but heavy rains and Gusty winds.

Well if that pans out great news because no more than a rain event but of course we are watching it from here in case it organizes but all the local mets say that nothing is going to come out of it.

The 12Z GFS @ 72HRS (66 hrs + 6 hrs) does show it is closed off:
http://met.psu.edu/trop-cgi/avntc2.cgi?time=2003081812&field=950mb+Vorticity&hour=072hr
The 18Z @ 85H does not...however...that does not mean there is nothing closed at SFC. It doesn't APPEAR to be but again the GFS is jumpy with this wave and the deal, IMO, remains watching trends not intensity.
