One thing to keep in mind is that the track over Hispaniola will not verify if the models keep trending West or even if they trend back East. Those islands are a rather small bullseye in the large picture so I think the likelihood of any storm passing directly over is rather slim.

Thats what Im thinking, just do a 5pm and pretend its not 45minutes late lol

It would be a Special Advisory if it comes in late.

Well, if they find a west wind I guess they will upgrade and say something like. " A low level circulation has formed, although the highest winds are displaced from the center, they are indeed high enough to upgrade this disturbance to a tropical storm so that warnings can be issued for the islands." Just my opinion though. IF they don't find a west wind somewhere, don't know if they would pull the trigger or not. I wouldn't think so.

Just had a thought run through my head. How cool would it be to be THE person who got the final decision on this thing? There's got to be one person with the final approval, right? Anyone know who that is?
