What is a pouch???

Perhaps the question has been answered but I'm curious to get some explanation: I remember an article on these feature? Thanks for any information on this, guys.

Its an area of disturbed weather that has the potential to become a tropical cyclone

Its part of a study though I'm not sure of the exact details.
