Should watches be issued at 11pm for the north islands

Should watches be issued at 11pm for the north islands
as a precaution??? Just incase the turn N, dosent happen in time?

Yes tropical storm watches not hurricane watches because the hurricane force winds area is small 25 miles compared to the TS force winds 115 miles all around and I think that the eye will pass a safe distance to the north (MORE THAN 25 MILES) but more closer than what the models haved been forecasting.

Which makes me wonder why I've never asked this before -- where do folks on the islands go?? I mean, they'd have to evacuate by boat, right? Or is there higher ground on some of the islands?
Having been through Hugo, Luis, Bertha, Georges, Jose, Debby & Lenny, in the Virgin Islands, I can tell you where people go...
Under a mattress, in the bathtub, in a closet, that's about it....while the roof is still on....afterwards, it's under a table, in the cistern...Been there (all 3) done that....
