Do major hurricanes usually spit out huge outflow boundaries from the center?

That's the second time it's happened in Fabian's case though the outflow boundary is coming from the outer periphery of the hurricane, not the center.
Yesterday, another large boundary or arc cloud blasted out of there, though it sure really hasn't hurt Fabian.

Gust Front
I popped open McIDAS and snapped a shot of it. Could be the squalls on the west side collapsed earlier. They appear to be rebuilding as you can see on this image:
