Tropical wave in Eastern Atlantic

TROPICAL WAVE EXTENDS FROM 11N18W TO 20N17W MOVING W AT 15-20KT. THE WAVE EMERGED OFF THE COAST OF W AFRICA AFTER 12/1200 UTC EARLIER THIS MORNING AND COINCIDES WITH A 700 MB LOW NEAR THE SOUTHERN EXTENT OF THE WAVE AXIS NEAR 10N17W. THE 700 MB TROUGHING EXTENDS NORTHWARD ALONG 18N TO 21N. ALSO...
TOTAL PRECIPITABLE WATER IMAGERY INDICATES DEEP LAYERED MOISTURE IS LOCATED FROM 06N-17N E OF 22W. WIDELY SCATTERED MODERATE CONVECTION IS FROM 07N-13N BETWEEN 12W-22W.

Is this wave the one the 12zEuro develops or is it the next one still over Africa

Bolivia is currently affected by a mid-intensity cold front and we see La Paz airport reporting thunderstorm and wind. I heard a theory saying that cold front of South Hemisphere may boost the development of the tropical cyclones of the North Hemisphere, or at least offer favorable conditions. I wonder if it will help.

TROPICAL WAVE EXTENDS FROM 12N21W TO 21N21W MOVING W AT 15 KT. THE WAVE IS EMBEDDED WITHIN A LOW-LEVEL CYCLONIC GYRE OF THE MONSOON TROUGH WHICH IS CENTERED NEAR THE SOUTHERN EXTENT OF THE WAVE AXIS NEAR 12N.
THE WAVE ALSO COINCIDES WITH A 700 MB LOW NEAR 10N22W THAT EXTENDS A TROUGH AXIS NORTHWARD FROM THE LOW TO
21N WITH TOTAL PRECIPITABLE WATER IMAGERY INDICATING MAXIMUM DEEP LAYERED MOISTURE FROM 08N-15N BETWEEN 16W-22W. ISOLATED MODERATE CONVECTION IS FROM 11N-14N BETWEEN 16W-23W.

Do the models predict this one becoming a hurricane?
